EAST STREET ARTS: CHAPELTOWN AND HAREHILLS COMMISSIONS
CALL FOR CREATIVES TO SUBMIT WORK FOR PERMANENT DISPLAY IN HIGH PROFILE PUBLIC SPACES IN CHAPELTOWN AND HAREHILLS, LEEDS
In partnership with Leeds City Council and NHS Leeds, East Street Arts calls for artists/designers from the Chapeltown and Harehills areas to submit works for permanent display in Chapeltown and Harehills, Leeds. These are fantastic opportunities for art practitioners to showcase their work on permanent display in high profile non-art contexts.
We are looking for artists to submit application to:
A – develop new work for public spaces within two new buildings in Chapeltown and Harehills
or
B – submit already existing work that meets the commissioning criteria.
The application process
Eligibility:
Artists and designers working with different media are encouraged to apply including photography, painting, drawing, vinyl design and digital media.
Open to creatives based in or near Chapeltown or Harehills.
Application criteria:
· Artists need to take the immediate locality (built environment, nature, community) as starting point for developing new works.
· Already existing artworks can also be submitted but they also have to relate to the locality.
· Artists need to consider the function of the buildings and the architectural layout of the buildings within which the works will be displayed.
· Artworks have to be easily maintained, cleaned and need to meet site requirements to be secured.
· Artworks will go on permanent display in the buildings and will be owned by the commissioners.
· Artists selected for commission at the end of the application process will have to become East Street Arts members. If you need information about membership benefits and fees, please contact Ken Stratford by sending an email to ken.stratford@esaweb.org.uk

The commissioning process:
1. To apply, please send an email to: judit.bodor@esaweb.org.uk by 5 pm, 13th December 2010.
Your email should include the following details:
• Your contact details (address, phone number and email)
• Clear statement of which building you would be interested in working (it can be both).
• A cover letter describing your practice in general and why you are interested in the commissions.
• Your current CV
• Up to 5 images of previous work (please do not send large files) and if you have, any information about experience with similar commissions in the past.
2. First stage selection is by East Street Arts’ curatorial team. Short listed artists will be contacted by email or phone on w/c 10th January 2011. We regret but we cannot give feedback for artists who are not shortlisted.
3. Shortlisted artists will then be invited to visit the sites and have informal discussion with East Street Arts’ team and the commissioners about their approach and costs during the w/c 17th January 2011 (dates TBC).
4. Second stage selectors will include representatives from East Street Arts and the commissioners. Final list of five artists will be contacted on w/c 31st January 2011.
5. A contract and start date is scheduled for w/c 7th February 2011.
6. Works need to be ready for public display within three months of signing the contract.
7. East Street Arts will support the artists through the process of making and installation.
Budget
£15 000 will be divided to commission/buy artworks from up to five artists. Offers will be negotiated after the first round of selection and site visits by shortlisted artists.

The Reginald Centre and the Compton Centre: Joint Service Centres in Chapeltown and Harehills
Both of the facilities are joint projects between Leeds City Council and NHS Leeds to provide health, social care and a range of Council services in one building. A Joint Service Centre is a modern, multi-agency (predominantly public service organizations) facility whereby local residents can easily access a range of face-to-face services from across organizations which form part of a “chain of care”, or are complementary to ensuring that people experiencing disadvantage and / or having complex needs can receive services in an appropriate and timely manner. It should be pleasant and welcoming and form a “hub” for the whole community.
The Reginald Centre also hosts a variety of extra amenities such as a library, dentist, doctors and job shop, and has a significant presence on Chapeltown Road.
The commissioners are looking for local artists/designers from Chapeltown and Harehills area to make work or submit already existing work/s for public and staff areas on both he ground and 1st floor of the Reginald Centre including three interview rooms, public entrance hall, waiting areas, staff rooms, meeting rooms and corridors.
In the Compton Centre commissioners are looking for local artists/designers from the Chapeltown and Harehills to make new or submit already existing work/s for the ground floor public space, the 1st Floor meeting room and 1st Floor waiting area.
The commissioners: Leeds City Council and NHS Leeds
Leeds City Council is the local authority for the City of Leeds metropolitan district of West Yorkshire, England. NHS Leeds (previously known as Leeds Primary Care Trust) is the organisation responsible for funding and planning NHS services in the city and improving the health and wellbeing of the local population.

East Street Arts is a contemporary arts organisation supporting arts practitioners by creating appropriate contexts to produce new work and apply experimental and independent forms of inquiry into contemporary arts and public engagement.
East Street Arts has taken a specific approach to supporting partners place high quality local art within their buildings in Chapeltown and we believe a commissioning programme will meet all requirements of:
• New work that has a relationship with the buildings
• Artists responding to specific environments and people
• Good value for money
• Opportunities where appropriate to engage with and involve local people
• Opportunities to involve the media and stakeholders through a process
• Art works that build a legacy
This approach is to make sure that the art work and process of engagement are valued as high profile interventions, link positively to the communities in Chapeltown as well as the users of the venues, offer artists an opportunity to make new work so it is appropriate, select work that is site specific and enhances the use of the buildings and their operations, and have a legacy that can be built on. We are taking this approach as we think that this is the best way to make sure the art work is owned and valued by the people of Chapeltown, it is seen as an exemplar project for stakeholders and the artists involved have the process in place to produce work of the right quality.
The staff team at East Street Arts will manage the commissions supporting all partners in delivering a series of unique and site specific pieces of artwork by local artists. We will, wherever possible, link the projects with the communities as part of our ongoing work in Chapeltown through our space Union 105 and involvement in the Chapeltown Development Trust.
East Street Arts will profile the commissions through local media such as Marketing Leeds and The Yorkshire Post but also make sure that specialist audiences are targeted through specific journals and networks.
